Lucia played a key role in establishing Steer’s Italian office in 1999 and has since been instrumental in its growth. She provides strategic advice on transport system investments, specialising in the evaluation and analysis of private finance initiatives for roads and public transport schemes.

She has led the majority of Steer’s infrastructure work in Italy, supporting Grantors, Sponsors, and Lenders, including the €9 billion acquisition of the ASPI motorway network by CDP, Macquarie, and Blackstone, where she directed the commercial due diligence. Her expertise extends globally, leading transport initiatives across Europe, North America, and Latin America. She has played a pivotal role in projects such as the North-South Road Corridor feasibility study in Armenia, the development of Russia’s toll road network (WHSD, M1, M4), the Almaty Ring Road in Kazakhstan, and multiple successful transactions in Turkey.

She has also been a strong advocate for aerial cableways as a sustainable urban transport solution, contributing to projects in Vienna, Monaco, Vancouver, Edmonton, and the Amalfi Coast. With a career dedicated to advising on complex infrastructure projects, Lucia is known not only for her technical expertise but also for her ability to translate complex issues into clear, strategic guidance, bridging public and private interests to meet client needs.
